Warehouse Racking Compliance

Racking Is Work Equipment & PUWER Applies To It

Racking is work equipment under PUWER, which surprises operators who think of it as furniture. The duties that follow are real and include that racking must be suitable for the loads it carries, installed in accordance with the manufacturer’s instructions, maintained in a safe condition, and inspected regularly by a competent person. Load notices must be displayed, only trained personnel should be working the system, and defects must be rectified immediately rather than noted for later.

At SWL, we carry out racking inspections across the UK, on pallet racking, cantilever racking and the storage systems between, following SEMA guidance and the PUWER duties covered across our PUWER inspection service. Every inspection grades what we find by severity, so you know on the day what is safe, what needs a plan, and what needs unloading now, with certification and records that stand up in front of the HSE, your insurer, or an auditor.

Our racking inspection service covers:

  • Pallet racking, cantilever racking and warehouse storage systems
  • Formal expert inspection every 6 to 12 months by a competent person
  • Damage grading with immediate action on serious defects
  • Uprights, beams, bracing, fixings and locking pins
  • Load notices, configuration and alignment checks
  • Guidance for your own daily and weekly visual checks

When Was Your Racking Last Inspected?

If a forklift has touched it since, the honest answer is too long ago. Book a competent person inspection and know where you stand.

Racking Inspections to PUWER & SEMA Guidance

What A Racking Inspection Checks

The inspection works through the whole system. We check:

  • Uprights, beams and bracing for damage and deformation
  • Floor fixings and base plates for security and condition
  • Beam connector locks and safety pins for presence and engagement
  • Overall alignment and verticality
  • Corrosion, impact and overloading, assessed against SEMA damage classifications
  • Pallet condition and loading practice

A missing safety pin turns a forklift nudge into a dislodged beam, a leaning frame is a system telling you something, and a broken pallet or an overhanging load stresses the racking just as much as an impact, without the dent that would have warned you.

Inspection Frequency: Daily Checks To Expert Inspections

Good racking safety runs on two clocks. Your own staff should be making visual checks daily or weekly, spotting fresh impact damage, dislodged beams and missing pins while the forklift tracks are still warm, and we provide guidance so those in-house checks look for the right things.

Unreported damage is one of the biggest hazards in any warehouse, and a reporting culture is the cheapest safety system you will ever install.

On the second clock, a formal inspection by a competent person is required every 6 to 12 months depending on the environment, the throughput and the damage history. High-traffic operations with tight aisles are at the frequent end, and we set the interval based on how your warehouse actually runs, with the schedule managed so it never quietly lapses.

Common Racking Hazards We Find

The same failures appear in warehouse after warehouse:

  • Overloading beyond the design capacity
  • Forklift impact damage to uprights
  • Missing or damaged locking pins
  • Damaged or unsuitable pallets collapsing within the system
  • Frames leaning out of vertical
  • Damage that somebody saw and nobody reported

None of these is exotic, and every one of them has collapsed racking somewhere. The last is the most common of all, which is why a reporting culture is the cheapest safety measure a warehouse has.

What they share is that a competent inspection catches them early, while the fix is a component and a conversation rather than an aisle rebuild and an investigation. Where our inspection grades damage as serious, the affected bays are unloaded immediately, and the repair uses the manufacturer’s components and configuration, because improvised racking repairs are how one bay’s problem becomes a run’s collapse.

Our Process

From Aisle Walk to Certified System

  1. 01

    Survey The System

We establish the racking types, configurations and load notices on site, and the damage history the system carries.

  2. 02

    Inspect & Grade

A competent person inspects uprights, beams, bracing, fixings and pins, grading every defect by severity on the day.

  3. 03

    Act On The Serious

Bays with serious damage are identified for immediate unloading, with repair requirements specified to the manufacturer's standard.

  4. 04

    Certify & Schedule

You receive the inspection report and certification, with the next formal inspection scheduled and guidance for your in-house checks.

Our Racking Inspection FAQs

Frequently Asked Questions

Is a racking inspection a legal requirement?

Yes. Racking is work equipment under PUWER, which requires it to be suitable, properly installed, maintained in a safe condition and regularly inspected by a competent person, with load notices displayed and defects rectified immediately.

How often should racking be inspected?

A formal inspection by a competent person every 6 to 12 months, depending on the environment and usage, alongside daily or weekly visual checks by your own trained staff. High-traffic warehouses sit at the frequent end of that range.

What does a racking inspection involve?

Checking uprights, beams and bracing for damage, floor fixings and base plates, beam connector locks and safety pins, overall alignment and verticality, signs of corrosion, impact and overloading, and pallet condition, with every defect graded by severity.

What is a SEMA racking inspection?

An inspection following the guidance of the Storage Equipment Manufacturers Association, which sets the recognised damage classifications and inspection practice for storage systems in the United Kingdom. Our inspections follow SEMA guidance throughout.

Do you inspect cantilever racking?

Yes. Cantilever racking, pallet racking and warehouse storage systems generally are all covered, whatever the manufacturer, with the same grading and certification.

What happens if serious damage is found?

The affected bays are identified for immediate unloading before the inspection ends, with the repair specified to the manufacturer’s components and configuration. Serious damage is never left loaded while paperwork circulates.

What are the most common racking hazards?

Overloading beyond design capacity, forklift impact to uprights, missing or damaged locking pins, collapsing or unsuitable pallets, leaning frames and, above all, damage that staff saw and did not report.

Which areas do you cover?

We inspect racking across the United Kingdom, from single warehouses to multi-site distribution networks.
